Hatırlanacağı üzere Kıbrıs Türk iş yaşamını ve ekonomiyi temsil eden 5 örgüt olarak Türkiye’deki darbe sürecini takip eden günlerde bir araya gelerek ortak bir açıklamayla darbe girişimini şiddetle kınamıştık.

Türkiye’nin demokratik, seküler ve çok sesli yapısına zarar vermeyi amaçlayan bu tür girişimler yalnız Türkiye’yi değil tüm bölgeyi istikrarsızlığa sevk etmektedir. Kuzey Kıbrıs Türk Cumhuriyeti’nin Türkiye Cumhuriyeti ile çok özel tarihi, kültürel, ekonomik ve siyasi bağları vardır. Türkiye Cumhuriyeti’nin istikrarsızlığına yol açan her türlü girişim Kıbrıs Türk halkının refahını ve geleceğini de olumsuz etkileyeceği kesindir. Özellikle Kıbrıs’ta devam eden çözüm sürecinin geldiği aşama da düşünüldüğünde, Türkiye’deki istikrarsızlığın buradaki sürece ne gibi zararlar verebileceği de açıkça görülmektedir.

Bu görüşümüzün KKTC’de farklı kesimler tarafından da paylaşıldığını görmek bizleri sevindirmektedir. Türkiye’deki istikrarın bizim geleceğimizi de yakından ilgilendirdiğinden hareketle, Demokrasiye Destek Platformu tarafından 5 Ağustos 2016 tarihinde gerçekleştirilecek mitingte Türkiye’deki demokrasiye destek mesajının verilecek olmasını memnuniyetle karşılıyoruz.

Bu çerçevede, Türkiye’nin bu sıkıntılı süreçten başarıyla çıkacağına olan inacımızı yineler, Kıbrıs’ta bir çözüm bulunması için Türkiye’nin geçmişten bugüne devam eden çabalarını destekler, ve demokrasisi sağlam ve istikrarı yakalamış bir Türkiye’nin gerek Kıbrıs’ta gerekse bölgede istikrar için elzem olduğunu hatırlatırız.

Müteahhitler Birliği olarak Devletin kayıt dışılığı önlemeye yönelik yapacağı tüm çalışmalarına destek veriyoruz. Ancak bu çalışmaların amacını aşan bir çalışmaya dönüşmesi halinde de devletin karşısında olacağımızı da belirtmek isteriz.

Seyrüsefer ruhsatlarındaki var olan kayıt dışılığının önlenmesine yönelik devletin başlatmış olduğu çalışmaları, ekonomik yaşamı direk etkileyeceği sebebiyle iş dünyasında endişelerin oluşmasına sebebiyet vermiştir.

Özellikle milyonlarca liralık kesinleşmiş taahhütler altında olan müteahhitlik sektöründe fiyatlamayı etkileyecek herhangi bir düzenlemenin birçok anlaşmazlıkların yaşanmasına sebebiyet vereceği aşikardır. Gerek devlet gerekse özel mukavelelerin hemen hemen hiç birinde yakıta gelecek herhangi bir zammın fark olarak verilmesi hususu yer almamaktadır. Bir diğer deyişle hiçbir surette devlet tarafından müteahhitlerimize fark ödenmeyeceği mukavelelerde belirtilmiştir.

Bu nedenle amacını aşmamasına dikkat edilmesi çok önemlidir. Yani kayıt dışılığın önlenmesine yönelik bir çalışma olmaktan çıkıp, devletin gelirlerinin artırılması için fırsat olarak değerlendirilmemelidir.

Böylesi bir durumun ülkede pahalılığa sebebiyet vererek zaten hassas olan ekonomik dengeleri alt üst edeceği aşikârdır.

Bu nedenle ekonomik örgütler, konu ile ilgili başlatılmış olan çalışma sürecine dahil edilmelidirler. Ekonomik örgütler plaformunun bir üyesi olarak konuyu değerlendirmek üzere EÖP’ü ivedi olarak toplantıya çağırıyoruz.

In order to protect and sustain the environment and nature in general throughout the island, signatures were signed today for the joint co-operation on the management and recycling of solid wastes from construction, in the interest of both the civil society organization and the two communities.  Cafer Gürcafer on behalf of CTBCA and Petros Evlogimenos on behalf of OAK signed the cooperation protocol which was made to act together with this area during and after the solution process of the Cyprus problem.

As CTBCA, we strongly believe that there will be a solution. After the solution, we are already making preparations to be done.   After the solution, very serious construction waste will come out. We will face very serious problems in the future if we do not carry out necessary studies about the waste recycling. We have been in negotiations since the long term as the Contractors’ Association and OAK. As a result of the talks, we came to the stage of signing this protocol. We are continuing our efforts to take concrete steps with EU support. The problem of solid waste is a very serious problem for both sides and also in the world.   In this area, concrete steps were taken in the South. OAK is an organization that should be appreciated and followed in this regard. We think that working with them will gain a lot for us. We would like to thank OAK for taking such a step in the interests of our island without any condition.

The 6th Kyrenia White Regional Ordinance, which was published in the Official Gazette in the past,  has created a new environment for discussion.     We, as the Board of Directors of CTBCA, have taken the following decisions in order to carry our country forward in terms of planning;

• It does not make much sense to prepare a reconstruction plan to be left only within the boundaries of Kyrenia White Regional Ordinance (Jasmine Court Hotel – Oskar Hotel). The problems of Kyrenia are not only caused by themselves but they use Kyrenia as a center in the surrounding settlements. This is in many ways, education, health, public services, traffic, etc. Have brought negativity to the city.

The whole area between Karşıyaka and Esentepe has been merged and turned into a single settlement area.   The whole region has faced the problems of unplanned.   As Contractors Association, we are demanding the preparation of a single Urban Development Plan from Karsiyaka to Esentepe,  Namely Girne White Regional Ordinance, Girne II Regional Ordinance Emirates regions.

• To create funds by adding 1 TL on the sales price of cigarette packs in order to create the financial resources necessary for the planning activities. Thanks to this fund, all expenditures for all development plans related to the socio-economic development plans of our country can be covered. We ask that this implementation continues until the plans are prepared and that the development of our country continues with plans.
• The Urban Development Plan we have requested regarding the Kyrenia White Region shall enter into force as of January 2017. By June 2017, all Kyrenia’s Development Plan should be prepared. We believe that this plan will be prepared with a serious, planned and rapid working process.
• 55 / 89 The Constitution Act must be amended. The process of preparing the centrist plan which is in the hands of the Urban Planning Department should be abandoned and a transparent, democratic planning understanding should be introduced in which participants, shareholders and decisions are jointly produced.

All the ways to contribute to the preparation of the plans should be opened and people from abroad working in similar countries should be benefited.

• The renting and distribution of all the public-owned land must be stopped until the plan is prepared and implemented.
• In case the plan is not prepared at the end of the given period, the ordinances applied in all Kyrenia under 55/89 should be canceled and applied within the framework of Paragraph 96 Law for the Establishment of Roads and Buildings.
• We request that a decision of the Council of Ministers containing the above-mentioned items be released as soon as possible.
